1.0 PURPOSE
The purpose of this Method Statement is to establish a systematic, safe, and compliant procedure for the execution of all Electrical Works, Fire Alarm System, and ELV (Extra Low Voltage) works associated with the MANATEQ Industrial Facilities Project in the State of Qatar.
This document ensures that all electrical and ELV activities are performed in accordance with KAHRAMAA regulations, QCDD requirements, Qatar Construction Specifications (QCS), IEC/NFPA standards, and industry best practices, while maintaining personnel safety, asset protection, and regulatory compliance as the highest priorities.
2.0 SCOPE OF WORKS
2.1 Electrical Works
- Supply and installation of LV Panel Board (2,500A TPN+E, Form 3B) in the Substation — 2 No.
- Supply and installation of Sub-Main Switchboards SMSB-1 (14-way, 400A), SMSB-2, SMSB-3 (4-way, 300A), and SMSB-V (6-way, 200A) in Industrial Building — 4 No.
- Supply and installation of Motor Control Centres MCC-1 Normal (3.5 kW DOL), MCC-2 Normal (1.5 kW DOL), MCC-1 Fire (5.5 kW DOL & 3 kW DOL) — 4 No.
- Distribution Boards (1PH & 3PH, 4-way to 14-way) across all buildings, MCBs, MCCBs, ATS (200A, 4-pole, 25kA) — 1 No.
- Power cables XLPE/SWA/PVC (35 mm² to 400 mm²) approx. 1,246 LM, 800 mm² single-core transformer feeder (40 LM), PVC/SWA/PVC, MICC, and all associated wiring.
- Socket outlets, industrial sockets, isolators (80A–600A, 20 No.), lighting switches, and complete LED lighting: panel lights (123 No.), linear LED (276 No.), high-bay (89 No.), floodlights (56 No.), downlights (22 No.), mirror lights (8 No.), strip lights (15 No.).
- 3-Phase Diesel Generator Set — 150 kVA — 1 No. with ATS and full auxiliary connections.
- Electrical conduits (UPVC, GI), cable trays, trunking, and accessories throughout all buildings.
2.2 Fire Alarm System
- Addressable Fire Alarm Control Panel (FACP) with SMPS, battery backup – Industrial Building (G) + Repeater Panel in Guard Room.
- Addressable smoke detectors (39 No.), heat detectors (4 No.), multi-sensor (4 No.), beam detectors (7 pairs), manual call points (MCP), sounders/flashers, interface/isolation modules.
- Emergency lights & exit signs across all buildings, pump room, generator room, substation, and site.
- Fire resistant cables (1.5/2.5 mm²) total approx. 1,929 LM, GI conduits, steel round boxes, and all electrical accessories per KAHRAMAA & QCDD.
2.3 ELV / Structured Cabling
- Structured cabling system: CAT6 / Fibre optics, 38 RJ45 data outlets, junction boxes (400×400, 200×200 mm) in Industrial Building & Guard Room.
2.4 Exclusions
- 11 kV HV Cabling, Power Transformer, HV Switchgear — by KAHRAMAA/Utility.
- BMS, Access Control, CCTV — not in BOQ. Authority fees, KAHRAMAA connection charges — by Client.

4.0 EQUIPMENT DELIVERY, STORAGE & HANDLING
Delivery: All equipment delivered with packing lists and certificates. 48h notice to client. Damaged items rejected.
Storage: Indoor: panels, MCCs, FACP stored in clean dry area ≤85% RH. Cables on wooden pallets covered, drums upright. Fire alarm devices stored in secure, dry store.
Handling: Mechanical lifting for heavy items (forklifts, cranes); cable drums rolled correctly; anti-static for electronic components; lifting gear certified (5:1 safety factor).
5.0 PRECAUTIONS & SAFETY PROGRAM
5.1 General Safety Precautions

7.0 WORK METHODOLOGY
- Obtain PTW and perform LOTO on all affected circuits.
- Survey and verify routes per approved drawings & SLD.
- Install cable trays, trunking, conduits.
- Install LV switchboards, SMSBs, MCCs, DBs, ATS.
- Pull all LV power cables (main feeders & sub-distribution).
- Terminate and torque all connections.
- Install sockets, isolators, lighting switches, luminaires.
- Install and commission 150 kVA Generator Set + ATS.
- Install FACP and fire alarm field devices; pull fire resistant cables.
- Install ELV structured cabling, CAT6/fibre, outlets.
- Pre-commissioning tests (IR, continuity, phase rotation, loop test).
- Fire alarm walkthrough & QCDD witnessed test, generator load test, ATS changeover.
- Energise system stepwise, submit WIR & as-builts.

8.6 Energisation & Load Testing
- Obtain clearance, remove LOTO, close main breaker progressively.
- Measure voltage at panels (415V ±6%), full-load currents, no overheating.
- Generator load test at 100% capacity, verify ATS retransfer.
- Full fire alarm integrated test witnessed by QCDD.
9.0 DOCUMENTATION
Work Inspection Requests (WIR): submitted at tray installation, cable pulling, panel installation, device mounting, pre-commissioning hold points.
Test Reports: IR, earth continuity, fire alarm commissioning (detector test, battery test, loop resistance), generator load test, ATS report, CAT6 certification.
As-Built Drawings: electrical distribution, fire alarm, ELV/data – submitted within agreed timeframe.
O&M Manuals: LV panels, MCCs, FACP, generator, ATS, structured cabling.
Completion Certificate: submitted after satisfactory commissioning and client acceptance.
